if we add all nos. [ putting 8 at the place of question mark (?) ] In all quadrants separately the figures became

18 | 25

16 | 23

(remember we have put 8 at the place of 8)

so the difference b/w 25-18= 7 and

23-16= 7

also vertically

18-16= 2 and

25-23= 2 (same difference horizontally and vertically)

so only 8 satisfies all these conditions and I think there is no other relation in these nos.
